(AP) ? On the cusp of his second term, President Barack Obama solemnly honored the nation's fallen soldiers Sunday before taking the oath of office in an intimate White House ceremony, a swearing-in ritual he will repeat 24 hours later before a massive crowd at the Capitol.

The day began with a morning swearing-in ceremony for Vice President Joe Biden, who began four more years as the nation's second in command. Biden then joined the president at Arlington National Cemetery for a wreath-laying ceremony on a crisp, sun-splashed January day.

Obama and Biden jointly placed a large wreath, adorned with red, white and blue ribbon, in front of Arlington's Tomb of the Unknowns. Placing their hands over their hearts, the two leaders stood solemnly as a bugler played "Taps."

From there, Obama joined his family at a church service in downtown Washington celebrating his inauguration as well as Martin Luther King Jr. Day. The president's public swearing-in on Monday coincides with the national holiday marking the fallen civil rights leader's birthday, and Obama has invoked King's memory throughout the lead-up to the inauguration.

The Rev. Jonathan V. Newton, an assistant pastor at Metropolitan African Methodist Episcopal Church, prayed for God to prepare Obama for battle, "because sometimes enemies insist on doing it the hard way."

Sunday's centerpiece would be Obama's late morning swearing-in for a second term in office. Only a small group of family members was expected to attend Obama's Sunday swearing-in, including first lady Michelle Obama and daughters Malia and Sasha. A few reporters would also be on hand to witness the event.

Biden was surrounded by family and friends for his brief swearing-in at the Naval Observatory, his official residence in northwest Washington. Justice Sonia Sotomayor, appointed by Obama as the first Hispanic to serve on the Supreme Court, administered the oath of office to Biden, who placed his hand on a Bible his family has used since 1893.

"I will support and defend the Constitution of the United States," Biden said as he recited the oath.

Among the 120 guests on hand to witness the vice president's second swearing-in were Attorney General Eric Holder, departing Interior Secretary Ken Salazar and several Democratic lawmakers.

Sunday's subdued ceremonies are a function of the calendar and of the Constitution, which says presidents automatically begin their new terms at noon on Jan. 20. Because that date fell this year on a Sunday ? a day on which inaugural ceremonies historically are not held ? organizers scheduled a second, public swearing-in for Monday.

A crowd of up to 800,000 people is expected to gather on the National Mall to witness that event, which will take place on the Capitol's red, white and blue bunting-draped west front. Supreme Court Chief Justice John Roberts, who famously flubbed the oath of office that Obama took in 2009, was to swear the president in both days.

Once the celebrations are over, Obama will plunge into a second-term agenda still dominated by the economy, which slowly churned out of recession during his first four years in office. The president will also try to cement his legacy with sweeping domestic changes, pledging to achieve both an immigration overhaul and stricter gun laws despite opposition from a divided Congress.

But for one weekend at least, Washington was putting politics aside. Obama called the nation's inaugural traditions "a symbol of how our democracy works and how we peacefully transfer power."

"But it should also be an affirmation that we're all in this together," he said Saturday as he opened a weekend of inaugural activities at a Washington elementary school.

Obama was to take the oath of office shortly before noon in the White House Blue Room, an oval space with majestic views of the South Lawn and the Washington Monument.

The room, named for the color of the drapes, upholstery and carpet, primarily has been a reception room as well as the site of the only presidential wedding in the White House, when President Grover Cleveland married Frances Folsom in 1886.

Obama and Biden were to address supporters Sunday evening at an inaugural reception.

The president planned to save his most expansive remarks for Monday's inaugural address to the crowd gathered on the Mall and millions more watching across the country and around the world. Obama started working on the speech in early December and was still tinkering with it into the weekend, aides said.

The president's address will set the stage for the policy objectives he seeks to achieve in his second term, including speeding up the economic recovery, passing comprehensive immigration and gun control measures and ending the war in Afghanistan. Aides said Obama would save the specifics of those agenda items for his Feb. 12 State of the Union address.

Local officials were busy touching up Washington for the hundreds of thousands of guests arriving for Monday's swearing-in. Work crews were trimming overgrown grass and trash from walkways along city underpasses, erecting first aid tents and setting up traffic detours. Swarms of tourists roamed city streets easily on Sunday ahead of the pedestrian gridlock sure to come with Monday's full inaugural program.

The president launched a weekend of inaugural activities Saturday by heading up a National Day of Service. Along with his family, Obama helped hundreds of volunteers spruce up a Washington area elementary school.

Obama wore rubber gloves, picked up a paint brush and helped volunteers stain a bookshelf.

Obama added the service event to the inaugural schedule in 2009 and is hoping it becomes a tradition followed for future presidents.

Mrs. Obama, speaking to volunteers Sunday, espoused the importance of giving back in the midst of the weekend of pomp, circumstance and celebration.

"The reason why we're here, why we're standing here, why we're able to celebrate this weekend is because a lot of people worked hard and supported us, and we've got a job to do, and this is a symbol of the kind of work that we need to be doing the next four years," Michelle Obama said at Burrville Elementary.

Hundreds honor information activist Swartz in NYC

(AP) ? Hundreds of friends and supporters of Aaron Swartz gathered Saturday in New York City to pay tribute to the free-information activist and online prodigy who killed himself last week as he faced trial on hacking charges.

A hero to data-access advocates but a thief in the eyes of prosecutors, Swartz, 26, was found dead Jan. 11 in a suicide that has intensified debate over how authorities should treat hackers whose goal is to expand public knowledge, not make personal profits.

Friends remembered Swartz as a digital-age polymath and a crusader for the open exchange of information ? an "Internet saint," in the words of Quinn Norton, a journalist who writes about hacker and online culture.

Doc Searls, 65, a columnist and advocate for making computer code publicly accessible, said he met Swartz when the tech prodigy was a teenager and noted that the two "were often generational bookends at conferences we went to."

"When we're young we think our cause is a sprint, and when we're middle-aged we thing is it's a marathon," Searls said. "But when we're old we think it's a relay race. And Aaron was the one you wanted to hand it off to."

A grandson of activist folk singer Pete Seeger, Kitama Jackson, read a note from his grandfather that said: "These modern times are filled with such contradictions that experts are not agreed on what the future of the human race will be. But we can agree today that it was a tragedy for this brilliant young man to be so threatened that he hanged himself."

Swartz hanged himself in his apartment the month before he was to go on trial in Boston. Federal prosecutors accused him of breaking into a computer wiring closet at the Massachusetts Institute of Technology in 2010 and tapping into the university's computer network to get millions of paid-access scholarly articles, which he planned to make available for free.

Whatever he aimed to do with the data, "stealing is stealing, whether you use a computer command or a crowbar," Boston U.S. Attorney Carmen Ortiz said before Swartz' death.

But his family, admirers and some legal experts blasted the case as overreaching that drove Swartz to his death. His father, Robert Swartz, has said his son "was killed by the government."

The digital archive that holds the articles, JSTOR, has said it regretted being drawn into the criminal case and didn't pursue any claims against Swartz after he returned the data in 2011. Days before his death, the nonprofit JSTOR announced that it planned to make more than 4.5 million articles available for free.

Swartz had pleaded not guilty to some 13 felony charges. They carried the potential for decades in prison and enormous fines, though prosecutors have said they never intended to seek the maximum penalties.

A shaken Ortiz said this week she was "terribly upset about what happened," appearing near tears at one point as she spoke about the case. But she said her office handled it fairly and appropriately.

Swartz was a young teenager when he helped create RSS, technology for gathering updates from blogs, news sites and elsewhere on the Web. He later co-founded the social news site Reddit and Demand Progress, a group that campaigns against online censorship.

Memorial speaker Glenn Otis Brown, director of business development at Twitter, remembered the precocious 15 or 16-year-old he met while working as the executive director of Creative Commons, which provides a way for people to license their code or online work for public use.

Swartz' role there was to translate legal software-licensing agreements into computer-readable code ? a job he peppered with humor, such as reframing the complex legal concepts as haikus. For example, "Public domain: Do what you feel like / Since the work is abandoned / the law doesn't care," or "If you touch this file / my lawyers will come kill you / so kindly refrain."

Brown recalled a blog post Swartz once wrote about spending 30 days offline: "I felt like I was in control of my life, instead of the other way around."

Many of us, especially the self-employed, don't have the same amount of money coming in every month. But working out a budget with irregular earnings is still possible.?

Hi Stacy, I read your Money Talks News first thing each morning! I have a question. How does one budget, save, get out of debt, have money for quarterly taxes, etc., on an erratic income. Every year about this time we publish articles like "How to Make a Budget You Can Stick With"?explaining how to create a spending plan ? something essential to accomplish your financial?goals.

A spending plan, otherwise known as a budget,?is about?tracking your income and expenses so you can find the extra money to achieve your goals.?But a spending?plan has three necessary ingredients: a goal, an estimate of expenses, and an estimate of income.?If you can?t estimate?your income, you can?t plan. And there?s a lot of people in this position, from commissioned salespeople to the self-employed. I?m one of them: The last time I received a regular?salary?was April 1981.

How to budget with a variable income

When it comes to planning around a variable income, there?s?no simple technique allowing you to accurately predict the unpredictable. And the more your income varies, the harder it is.?If your income fluctuates by 10-20 percent, no big deal. More problematic is income that fluctuates a lot. My 2009 income plunged 90 percent from what I made in 2008,?and I?didn?t see it coming. In 2012, I made more than twice as much as I did in 2011, and again, it was a surprise.

So what are those of us with wildly fluctuating incomes?to do? The best we can. Here are the steps to take:

Step 1: Create a spending plan

Start your budget with what you can estimate: your expenses. Create your plan and automatically track your expenses with a free online budgeting tool like?PowerWallet, the service I use.?Open a free account,?provide your checking?account information, and?the site automatically tracks money spent and assigns it to the categories you?ve established. There you have it ? instant expense tracking. The only thing you?ll need to manually input is cash expenses.

So if you haven?t tried an expense tracking service like?PowerWallet?or Mint, do it. They require less effort than software like Quicken?or?manually entering expenses into a?budgeting?spreadsheet.?And that?s important, because the more automatic you make budgeting,?the easier it is to stick with.

Step 2: Estimate your income

As I said above, there?s no magic bullet. If you expect your annual earnings to come close to what you earned last year, simply divide last year?s income by 12 and you?ve got your monthly income. If you?realistically expect it to be higher or lower,?adjust that number accordingly. But if you have no idea what your income might be, that?s not an excuse to stand like a deer in headlights and do nothing. You?re better off with a lousy estimate than none.

Keep in mind that when?estimating either expenses or income, you?re allowed to?be wrong.?It?s OK to make adjustments ? that?s normal. A budget isn?t a diet ? it?s not about deprivation, or right and wrong. It?s about choosing how to allocate your resources in accordance with your wishes. Whether it?s income or expenses, get started, then make adjustments as you go along.

Step 3:?Make your variable income fixed

Want a regular salary so you can plan better? Give yourself one.

Open two bank accounts: a checking account and a savings account. Every time you receive money, deposit it?into your savings account. Then, every two weeks (or every week or month ? whatever you like) transfer the amount you?estimated above into your checking account and use it to pay your expenses and fund?your goal.

When you have ?fat? months, you?ll build savings. When times are lean, you?ll draw from savings to keep your ?salary? intact.

If you have a big savings balance at the end of the year, divide it by 12 and give yourself a monthly raise. If you don?t have enough in savings to make it work, you?ll have to take a pay cut and take a hard look at your expenses so you can stay on track to meet your goals.

It may take time to discover your?correct ?salary,? and?if your income fluctuates as wildly as mine, you may never find it.?That?s OK.?This is about progress, not perfection. The simple fact that you?re looking at your expenses and striving for a goal is going to radically increase your odds of success and your control over your money.

How to push your clients for payment

In addition to an irregular income, Zena also has a problem with getting clients to pay without being pushy. She says,??[S]ometimes clients pay and sometimes they take a long time to do so. This is pretty tough on my finances. I don?t like to push for payments because I am afraid work will dry up.?

There?s a simple solution for late payers: Make it profitable for them to pay promptly. Ever heard of ?2/10,?net 30?? It allows a client to take a 2 percent discount providing they pay within 10 days, but full payment is due within 30.

I don?t know if this will work for Zena, but if she?s willing to take a small haircut to get paid faster,?she should put this policy on her invoices, then send a carefully worded?email or letter to her clients. She?ll present it as a new benefit: ?Good news! For my best clients,?I?m now offering a discount of 2 percent for invoices paid within 10 days. Take advantage of it and save money!?

Will it work for everyone? Nope. But a carrot like this is a better way to approach clients than the ?stick? of pushing for payment.

Washington Nationals Sign Rafael Soriano

It?s not everyday a baseball player wants to avoid playing for the New York Yankees, but that?s exactly the case with Rafael Soriano as the reliever decided to bolt the Big Apple and join the Washington Nationals for the 2013 season.

The 33-year-old Soriano decided to opt out of the final year of his three-year contract with the Yankees (which cost him a $1.5 million buyout) in order to join the Nationals, but it?s safe to say that price didn?t matter considering he received a hefty two-year, $28 million contract from the defending N.L. East champions. What?s even better for Soriano?there?s a third-year, $14 million option for Soriano?depending on how well he performs over the next two seasons.

Soriano recorded 42 saves for the Yankees last season and will be a solid addition for a Washington squad that arguably had one of the top rotations in baseball last season and reached the postseason for the first tine in franchise history last fall. There?s no question Washington has the talent to make a run at their second-straight NL East title and could even get to the World Series this year now that they have the playoff experience under their belt.

With the addition of Soriano, Washington?s lineup has the potential to be that much better in 2013 and it should be interesting to see if New York will regret their decision of not fighting harder to keep their reliever around. For a team known to attempt ?buying? championships, it was a bit of a surprise to see the Yankees to let Soriano go so easily.

For the first time ever, an Internet gambling company is attempting to purchase an Atlantic City casino.

Rational Group, the parent company of online poker games?PokerStars and Full Tilt Poker, has confirmed to various media outlets that it has agreed to purchase?Atlantic Club Casino Hotel in Atlantic City. ?

The prosposed terms of the deal, including how much Rational Group would be paying to buy the casino, have not been disclosed to the media.

?The Rational Group, which operates PokerStars and other global gaming brands, has agreed to acquire The Atlantic Club Casino Hotel in Atlantic City, NJ from Resorts International Holdings?pending the grant of an Interim Casino Authorization by the relevant New Jersey authorities. The acquisition of The Atlantic Club Casino Hotel will secure up to 2,000 jobs and maintain the economic benefits the casino brings to New Jersey. ?During this interim period, the Atlantic Club Casino Hotel will operate as normal under current management, who will be retained following completion of the acquisition,"??Eric Hollreiser, Rational Group head of corporate communications, told VatorNews.

Papers seeking regulatory approval to buy the Atlantic Club from Resorts International Holdings?have been filed with the New Jersey Division of Gaming Enforcement, which has up to 90 days to conduct its investigation and file a report with the Casino Control Commission.?If Rational Group gets the approval, the company will?then need to get the approval of the New Jersey Casino Control Commission, which would have 30 days to conduct its hearing, in order to complete the purchase.

Rational Group, ?which is based on the Isle of Man in the British Isles,?is attempting to buy the casino from Resorts International Holdings, an affiliate of Los Angeles-based hedge fund Colony Capital, which has owned the casino since 2005.

Colony Capital has good reason to want to sell. There are 12 casinos in Atlantic City, and the?Atlantic Club ranks 10th. Through the first three quarters of 2012, the casino suffered a gross operating loss of $13.6 million.?

The deal is expected to be watched closely, given that?PokerStars was forced to pay the U.S. government $547 million to settle money-laundering charges last year. As part of the settlement, the company was not forced to admit any wrongdoing and can re-enter the U.S. marketplace in jurisdictions where online gambling is legal.

Online gambling is not yet legal in the state of New Jersey, though ?the New Jersey Legislature approved a bill that would legalize online gambling in December. The measure is still awaiting Governor Chris Christie?s signature that would make ?it into law. Christie has not states whether or not he supports the measure, and he has until early February to sign or veto it.

Galecki said the February episode, airing coincidentally on Feb. 14, would be in the vein of the widely popular?Christmas episode?in which Penny gifts a napkin autographed by "Star Trek's"?Leonard Nimoy?(and containing his DNA!) to Sheldon (Jim Parsons), resulting in a rare display of affection.

"We never started doing holiday event shows until two or three seasons in when we did the Christmas episode; that was a big hit and we struck a chord of sentimentality with our audience and we'll continue to do so," Galecki said. "The Valentine's Day episode will be that."

The fan-favorite couple has certainly been through the ringer, having split when Penny was unable to return Leonard's profession of love, reuniting in "Big Bang's" 100th episode. ?

"The ball is still in her court," Galecki said. "The last couple of seasons have really been about her emotional inabilities. It's made that character of Penny a well-rounded one and you'd assume it would always be Leonard's fault but he's been a pretty good partner to her."

As for whether or not the potential proposal is successful or not, Galecki remained mum. "I don't know if it'll work out, I'm just saying," he said with a smile.

"The Big Bang Theory"?airs Thursdays at 8 p.m. on CBS.

The streaming music space is incredibly competitive. Not only are there many services that deliver quality audio, but the companies will do whatever it takes to win over your ear. Veteran services like Pandora?and Slacker?thrive on customization, while newcomers like Songza?and Turntable?dare to be different by offering intriguing discovery gimmicks that the big boys lack. Clear Channel's free iHeartRadio combines Pandora and Slacker's station customization with SiriusXM's live radio, and sprinkles it with Songza's unique mood-centric collections. In short, iHeartRadio tries to be a music site that appeals to all listeners and, for the most part, it succeeds. This devotion to both user types, however, may be the cause to the busy, ad-laden interface.

It's Live Radio
You can opt to log in by creating an account or using your Facebook credentials. The iHeartRadio homepage prominently displays the featured live radio station in the upper part of the page, with Top Stations Near You (Hot 97, Z100), iHeartRadio Originals (Chamber Music, Baroque Masters), and Featured Artists (stations based on the likes of Alicia Keys, Green Day, and others) located just south of that. The My Music section displays the last handful of stations that you've tuned into. Live Radio station, unfortunately, don't display artist names, or give you the option to view artist biographies, or lyrics. You also can't make music purchases.

That said, if you love live radio, you'll dig what iHeartRadio offers. Clicking a live radio station (there are over 1,500 total), such as 103.5 KTU "The Beat of New York," opens a station page that links to station's official website, and displays the genre, location, latest tweet, and the on-air host's name. Unlike Sirius XM satellite radio, iHeartRadio lacks the ability to pause or rewind live radio. A scan button causes the service to search for other related stations, but it doesn't change the station information until you clock the station icon in the upper-right corner.

It's Curated Music
Clicking the "Create Station" icon lets music fans either key an artist's name into the search box or select one of the featured artists to create a commercial-free station. There are 16 genre stations, over 400,000 artists, and 15 millions songs in the iHeartRadio catalog. Curated stations, unlike the live radio offerings, display lyrics and artist bios, and let you purchase songs from either Amazon MP3 or iTunes. You can't, however, create playlists.

You can also whip up your own station by clicking the "Perfect For" tab, which will make suggestions based on your mood. There are lots of categories including "Impressing a Coworker," "Drama Club Warmup," and "Engineers." I selected "A Midday Slump" in hopes of getting a pick-me-up. iHeartRadio presented four station categories: "Jolt of Energy," "Afternoon Dance-Off," "Caffeine Dreams," and "Power Nap." Each of those station categories contained four custom stations of their own. I went with "Increase Your Activity Rock," which featured uptempo tracks by Jack White, Anthrax, The Offspring, and other grinders.

Like Slacker, you can upvote songs to have them play more frequently, or downvote them so that you won't hear them. The Discovery Tuner, located to the far left of the music playback bar, lets you adjust the related artists (from "Familiar" to "Less familiar.") I like that this is easily accessible?Slacker demands that you deep-dive into its options menu to do the same.

Will You Heart iHeartRadio?
If you like both live radio and curated stations, yes. iHeartRadio manages to capture the radio's spontaneity (complete with ads and annoying DJs), while giving users options to create commercial-free custom stations. Still, those who prefer to hear strictly live radio or just there custom stations will find many other dedicated options on the Web.

Obama limo to bear ?taxation without representation? plates

President Barack Obama?s official armored limo will bear license plates with the pro-D.C. statehood slogan ?taxation without representation? starting this weekend, the dawn of his second term in the White House, a spokesman confirmed Tuesday.

"President Obama has lived in the District now for four years and has seen first-hand how patently unfair it is for working families in D.C. to work hard, raise children and pay taxes, without having a vote in Congress,? Keith Maley said in a statement.

?Attaching these plates to the presidential vehicles demonstrates the President's commitment to the principle of full representation for the people of the District of Columbia and his willingness to fight for voting rights, Home Rule and budget autonomy for the District," Maley said.

So will Obama, who in the past has called for D.C. to get full voting representation in Congress, now make a public push for full statehood for the District of Columbia? Officials demurred. But given the president's about-face on gay marriage last year, anything is possible. Perhaps pro-statehood might want to reach out to Vice President Joe Biden, who, er, helped Obama along on the gay marriage issue. (UPDATE: An earlier version of this story said that Obama had not yet come out in favor of D.C. statehood. However, the White House publicly supported it as early as June 2009.)

The license plate phrase, taken from the longer Revolutionary War slogan ?taxation without representation is tyranny,? is standard-issue on Washington, D.C., license plates. But the presidential fleet has a bit of a rocky history on the issue.

President Bill Clinton?s limo had the plates just before he left office. President George W. Bush had them removed shortly after taking office.

Will longer school year help or hurt US students?

Did your kids moan that winter break was way too short as you got them ready for the first day back in school? They might get their wish of more holiday time off under proposals catching on around the country to lengthen the school year.

But there's a catch: a much shorter summer vacation.

Education Secretary Arne Duncan, a chief proponent of the longer school year, says American students have fallen behind the world academically.

"Whether educators have more time to enrich instruction or students have more time to learn how to play an instrument and write computer code, adding meaningful in-school hours is a critical investment that better prepares children to be successful in the 21st century," he said in December when five states announced they would add at least 300 hours to the academic calendar in some schools beginning this year.

The three-year pilot project will affect about 20,000 students in 40 schools in Colorado, Connecticut, Massachusetts, New York and Tennessee.

Proponents argue that too much knowledge is lost while American kids wile away the summer months apart from their lessons. The National Summer Learning Association cites decades of research that shows students' test scores are higher in the same subjects at the beginning of the summer than at the end.

"The research is very clear about that," said Charles Ballinger, executive director emeritus of the National Association for Year-Round School in San Diego. "The only ones who don't lose are the upper 10 to 15 percent of the student body. Those tend to be gifted, college-bound, they're natural learners who will learn wherever they are."

Supporters also say a longer school year would give poor children more access to school-provided healthy meals.

Yet the movement has plenty of detractors ? so many that Ballinger sometimes feels like the Grinch trying to steal Christmas.

"I had a parent at one meeting say, 'I want my child to lie on his back in the grass watching the clouds in the sky during the day and the moon and stars at night,'" Ballinger recalled. "I thought, 'Oh, my. Most kids do that for two, three, maybe four days, then say, 'What's next?''"

But opponents aren't simply dreamy romantics.

Besides the outdoor opportunities for pent up youngsters, they say families already are beholden to the school calendar for three seasons out of four. Summer breaks, they say, are needed to provide an academic respite for students' overwrought minds, and to provide time with family and the flexibility to travel and study favorite subjects in more depth. They note that advocates of year-round school cannot point to any evidence that it brings appreciable academic benefits.

"I do believe that if children have not mastered a subject that, within a week, personally, I see a slide in my own child," said Tina Bruno, executive director of the Coalition for a Traditional School Calendar. "That's where the idea of parental involvement and parental responsibility in education comes in, because our children cannot and should not be in school seven days a week, 365 days a year."

Bruno is part of a "Save Our Summers" alliance of parents, grandparents, educational professionals and some summer-time recreation providers fighting year-round school. Local chapters carry names such as Georgians Need Summers, Texans for a Traditional School Year and Save Alabama Summers.

Camps, hotel operators and other summer-specific industries raise red flags about the potential economic effect.

The debate has divided parents and educators.

School days shorter than work days and summer breaks that extend to as many as 12 weeks in some areas run up against increasing political pressure from working households ? 30 percent of which are headed by women. These families must fill the gaps with afterschool programs, day care, babysitters and camps.

"Particularly where there are single parents or where both parents are working, they prefer to provide care for three weeks at a time rather than three months at a time," Ballinger said.

The National Center on Time & Learning has estimated that about 1,000 districts have adopted longer school days or years.

Some places that have tried the year-round calendar, including Salt Lake City, Las Vegas and parts of California, have returned to the traditional approach. Strapped budgets and parental dissatisfaction were among reasons.

School years are extended based on three basic models:

?stretching the traditional 180 days of school across the whole calendar year by lengthening spring and winter breaks and shortening the one in the summer.

?adding 20 to 30 actual days of instruction to the 180-day calendar.

?dividing students and staff into groups, typically four, and rotating three through at a time, with one on vacation, throughout the calendar year.

At the heart of the debate is nothing less than the ability of America's workforce to compete globally.

The U.S. remains in the top dozen or so countries in all tested subjects. But even where U.S. student scores have improved, many other nations have improved much faster, leaving American students far behind peers in Asia and Europe.

Still, data are far from clear that more hours behind a desk can help.

A Center for Public Education review found that students in India and China ? countries Duncan has pointed to as giving children more classroom time than the U.S. ? don't actually spend more time in school than American kids, when disparate data are converted to apples-to-apples comparisons.

The center, an initiative of the National School Boards Association, found 42 U.S. states require more than 800 instructional hours a year for their youngest students, and that's more than India does.

Opponents of extended school point out that states such as Minnesota and Massachusetts steadily shine on standardized achievement tests while preserving their summer break with a post-Labor Day school start.

"It makes sense that more time is going to equate to more learning, but then you have to equate that to more professional development for teachers ? will that get more bang for the buck?" said Patte Barth, the center's director. "I look at it, and teachers and instruction are still the most important factor more so than time."

The center's study also found that some nations that outperform the U.S. academically, such as Finland, require less school.

Many schools are experimenting with the less controversial, less costly interim step of lengthening the school day instead of adding days to the school year.

Chicago's public schools extended the school day from 5 hours and 45 minutes to 7 hours last year after a heated offensive by unionized teachers and some parents. Mayor Rahm Emanuel, former chief of staff to Duncan's boss, President Barack Obama, initially pushed an even longer school day ? a major sticking point in this year's seven-day teachers' strike. He and other proponents argued that having the shortest school day among the nation's 50 largest districts and one of the shortest school years had put Chicago's children at a competitive disadvantage.

Wendy Katten, executive director of Raise Your Hand for Illinois Public Education, said opponents held back a push for a 7.5-hour school day, and got an extra staff person assigned to each school to handle the additional hour and 15 minutes of school time.

In San Diego, year-round school has been a reality since the 1970s.

District spokesman Jack Brandais said the concept was initially intended to relieve crowding, not improve performance test scores. The student body and staff were divided into four groups, with three attending school at any given time.

Through decades of fine-tuning, Brandais said the district now runs both traditional and year-round tracks simultaneously.

A 2007 study by Ohio State University sociologist Paul von Hippel found virtually no difference in the academic gains of students who followed a traditional nine-month school calendar and those educated the same number of days spread across the entire year.

Amid budget cuts and teacher layoffs, San Diego has cut five instructional days from both year-round and traditional schedules since last year.

Suspects to appear at India gang rape hearing

NEW DELHI (AP) ? The cases of five men charged in the fatal gang rape of a young woman on a moving New Delhi bus were expected to be shifted to a fast-track court at a hearing Monday, defense lawyers said.

The hearing had been set for last week but was rescheduled when it turned out that the official list of charges was not completely legible.

Five men have been charged with the Dec. 16 attack on the 23-year-old student, who died two weeks later in a Singapore hospital. A sixth suspect, who says he is 17 years old, is likely to be tried in a juvenile court if medical tests confirm he is a minor.

The attack outraged Indians, leading to massive protests and calls for tougher rape laws.

In a nation where court cases often linger for years, India's government set up a special fast-track court earlier this month to deal with crimes against women.

On Sunday, police said they had arrested six suspects in another gang rape of a bus passenger in India.

Police officer Raj Jeet Singh said a 29-year-old woman was the only passenger on a bus as she was traveling to her village in northern Punjab state on Friday night. The driver refused to stop at her village despite her repeated pleas and drove her to a desolate location, he said.

There, the driver and the conductor took her to a building where they were joined by five friends and took turns raping her throughout the night, Singh said.

The driver dropped the woman off at her village early Saturday, he said.

Singh said police arrested six suspects on Saturday and were searching for another.

Gurmej Singh, deputy superintendent of police, said all six admitted involvement in the rape. He said the victim was recovering at home.

Also on Saturday, police arrested a 32-year-old man for allegedly raping and killing a 9-year-old girl two weeks ago in Ahmednagar district in western India, the Press Trust of India news agency reported. Her decomposed body was found Friday.

Police officer Sunita Thakare said the suspect committed the crime seven months after his release from prison, where he had served nine years for raping and murdering a girl in 2003, PTI reported Sunday.

The attack of the woman on the New Delhi bus set off an impassioned debate about what India needs to do to prevent such tragedies. Protesters and politicians have called for tougher rape laws, police reforms and a transformation in the way the country treats women.

"It's a very deep malaise. This aspect of gender justice hasn't been dealt with in our nation-building task," Seema Mustafa, a writer on social issues who heads the Center for Policy Analysis think tank, said Sunday.

"Police haven't dealt with the issue severely in the past. The message that goes out is that the punishment doesn't match the crime. Criminals think they can get away it," she said.

In her first published comments, the mother of the deceased student in the New Delhi attack said Sunday that all six suspects in that case, including one believed to be a juvenile, deserve to die.

She was quoted by The Times of India newspaper as saying that her daughter told her that the youngest suspect had participated in the most brutal aspects of the rape.

The five men who have been charged with the physiotherapy student's rape and murder face a possible death penalty if convicted. If medical tests confirm the sixth suspect is a minor and he is tried in a juvenile court, his maximum sentence would be three years in a reform facility.

"Now the only thing that will satisfy us is to see them punished. For what they did to her, they deserve to die," the newspaper quoted the mother as saying.

Some activists have demanded a change in Indian laws so that juveniles committing heinous crimes can face the death penalty.

The names of the victim of the Dec. 16 attack and her family have not been released.

Writing for Money | WordServe Water Cooler

Motives in life?and the publishing industry?can be squishy.

Keep a secretBut life is all about the motive. The heart of the matter is what we?ll likely be judged by.

I started writing for money. That was my motive. It was 1988 and I was toward the end of a decade-long youth ministry gig. Loved about 8 years of it, but the last year was the worst. Support was low, two small kids, so I had to find more income. Consulting. Singles Pastor. Youth leader. And ?writer.? Four ?jobs.?

I got $35 each to write the ?I Wonder? notes in the Life Application Bible for Students. Sixty-six of them. Big money at a time when I really needed it. (Thank you, Dave Veerman.)

Hmmmm, I thought, maybe someone will pay me to write something else. So I started writing a Bible study; a magazine article or three (thank you, Steve Strang for publishing my first magazine article); training manuals. (Not a lot of money in training manuals?for me, none.)

But because I needed money and wrote ?I wonder? notes, I got a call from Focus on the Family in the summer of 1989. They were looking for a magazine editor. Someone who knew teen boys. ?We?ll teach you commas and periods,? I was told. They did. (Thank you, Dean Merrill.) I soon had a ?youth group? of 100,000 teen boys. Um, that was a bit larger than the one I had in Campus Life.

And those 66 ?I Wonder? notes became my first book, If I Could Ask God One Question (Tyndale 1990). That led to more books written and co-written?21 of them over the next 12 years. (Thank you, Susie Shellenberger, Mike Yorkey and Michael Ross.) I also made extra dough on the side writing magazine articles (200 of them). But what I discovered I loved was the idea portion of books; the fleshing out of proposals, and then the selling of those ideas where a publisher wrote me checks I wanted to take pictures of.

Oh, and writing the books once they sent the first half of the advance. That was okay, too.

But leaving my family to get on planes on weekends to speak, constant radio interviews?I didn?t like so much. Even though there were only four others I knew of at the time, maybe I could become a literary agent. That way I could work close to home, still be involved with ideas and proposals and books?and maybe someone would still send me checks for that. (Thank you, Rick Christian.)

Eighteen years later, I?ve been privileged to represent about 2,200 books. I?ve met some of the best hearted people in the world?creative types who write on eternal subjects, tell stories that move the soul, stay up late and get up early to pound out words on their computer, get on planes to speak to the few and to masses?why do they do it? Why did they start? How do they keep going?

I wonder if C.S. Lewis would have written ?The Chronicles of Narnia? if someone didn?t write him a check of some sort to spend hours at his Royal typewriter; if they wouldn?t have promised to pay him odd-sounding British coins and pounds for each book sold.

And this takes us back to money. Is it okay to write for money? I ponder sometimes what my life would have been like if someone wouldn?t have asked me to write?for money. No small percentage of wonderfully inspired prose would have been created (nor a much larger percentage of really mediocre content), no introductions to talented wordsmiths who could help me know where commas and periods go and who were patient with me as I learned the difference between its and it?s. No lifetime friends in an industry of people dedicated to making their lives count. No involvement with authors and books and stories that are shaping the life and faith of millions of readers.

And maybe no bills paid when I needed them paid.

This is why motives are squishy. Writing only for money isn?t always the best idea, but sometimes it takes you to a place that certain Someone may want you to go; perhaps to a life where your words will outlive you and still make an impact for eternity well after you?re gone.

Nothing wrong with that motive.

I never updated it but today I update it to 4.18 via Multiman, today I went to the web column of Multiman and it said to download a bunch of homebrew and updates such as Showtime, Install Package Files 2.00, PS Unban, Multiman 4.18 Base, etc... After everything downloaded, I went to install package files in Multiman and put everything in queue. But there was no option to install the Multiman 4.18 Base? Also I went to check if there was my updates for Multiman and there was. So I updated it. I was wondering is this updated version the Stealth Multiman? Also when I queued all the other packages my PS3 restated and I installed everything one by one... Now I have all year homebrew on my XMB, and I'm scared to access PSN. I only sign into PSN to sync my trophies, that's it. So, I was wondering should I delete all this homebrew and keep stealth Multiman or should I keep it? Will Sony be able to detect homebrew? Also if I use the PS Unban v 0.2 will it keep me from getting banned since it is using a different console ID other than mine?

U.S. Military Bets $20 Million On 500 Electric Vehicles For EV-To-Grid Initiative

Among the many (many, many) sustainable energy programs recently launched by the U.S. military, the Defense Department?s new military electric-vehicles-to-grid?initiative is especially worth noting. With the announcement of a $20 million, 500-vehicle leasing program soon to get underway, in one fell swoop it?s going to accelerate several major trends that have been slowly leaking into the civilian mainstream.

That includes the marriage of zero emission electric vehicles with the potential for zero-emission recharging from solar panels or other renewable sources, smart grid technology with off-peak power maximization, and the flexibility of local energy storage to help secure facilities (or individual buildings) against brownouts and more serious grid disruptions.

Department of Defense to lease 500 electric vehicles

500 More Electric Vehicles for the U.S. Military

The new lease program, which is expected to get underway later this year, will cover a variety of off-the-shelf vehicles ranging from $30,000 to $100,000 in the commercial market.

The 500 vehicles will be split among six installations, with Los Angeles Air Force Base taking the lead.

If that name rings a bell, you may recall that a little over a year ago LA AFB announced that it would become the first federal government facility ever to replace 100 percent of its fleet (its non-tactical fleet, that is) with electric vehicles. The new lease program is based partly on lessons learned from that program, which covered non-emergency sedans and buses as well as light trucks.

Coincidentally, LA AFB is also an early solar energy leader, and its all-EV initiative includes solar charging as well as a demonstration ground for EV-to-grid systems. Basically, the electric vehicles serve as mobile energy storage units. They can be charged at off-peak hours to take advantage of lower electricity rates and/or any available renewable energy, and when integrated with a smart microgrid they be called into play to help alleviate stress on the local grid during periods of peak use.

Many Benefits from Military?s Transition to Electric Vehicles

As described by Camron Gorguinpour, special assistant to the assistant secretary of the Air Force for installations, environment and logistics, the prospect of reducing greenhouse gas emissions at military facilities is side benefit to the main attractions of switching to EV?s: saving money on fleet expenses, meeting energy efficiency goals

For those of you wondering why leasing is the preferred option, the typical lifespan of a non-tactical military vehicle is far longer than the current pace of innovation in EV technology. By leasing, the Defense Department can roll over its EV fleet more quickly to take advantage of new models.

As for the 500 vehicles, that?s just a drop in the bucket of DoD?s fleet of non-tactical ground vehicles, which last time we looked numbered about 190,000. Just imagine what kind of market demand is going to kick in if and when this initial program proves its worth and DoD ramps up the pace of its EV transition.

The Coming EV-to-Grid Revolution

Meanwhile, back in the civilian sector, a mirror trend has been taking place in which consumers are finding themselves at the cusp of a transition from vehicles that you just fill up and drive, to vehicles that partner with you to achieve the most efficient, lowest-cost, lowest-emission energy consumption patterns across the spectrum of your needs, from mobility to household use.

We?ve already seen a steady growth in the integration of EV manufacturers, charging station manufacturers and rooftop solar companies, and now auto manufacturers are taking it to the next level.

Ford seems to be first out of the box with its MyEnergi Lifestyle EV package, which encourages EV owners to think of a car as the biggest electrical appliance they will ever own, one that can store renewable energy, take advantage of off-peak pricing to lower costs, and interact with other household appliances through a cloud-based mini-grid.

Both Sony Xperia Z and Xperia ZL will be available in Canada

It seems that the early info that the Sony Xperia Z and Xperia ZL aren't going be sharing markets was wrong - Sony Mobile's Twitter account posted a message saying that both models will be available in Canada.

Both Android phones were announced at CES and they share a lot of their specs, including screen and chipset. The Xperia Z is thin (7.9mm) and waterproof, but has a larger footprint (139 x 71mm), while the Xperia ZL is not water-proof and is thicker (9.8mm), but it's smaller (131.6 x 69.3).

Anyway, it's a good thing that Sony is letting users choose which model they want. Worldwide launch plans are still not officially announced, so it's not clear if other regions like mainland Europe, the UK and Australia (all of which are slated to get the Xperia Z) will have such a choice.
